Peace in Iraq may indeed change the Middle East, however it is hard to see how close involvement of the US Secretary of State is a horizontal dialogue rather than top-down diplomacy. Politics is always power struggle. The key question is finding a balance between the Shiites and the Sunnis. Such balance will depend upon the willingness of at least some Shiite leaders to look for a compromise with the support of Shiite main street and the power of the Sunnis to defend their interests. The US should do everything it can to help the process, but it cannot dictate a solution. It is not clear that the Secretary of State is the best person to lead the dialogue, the Commander of US forces there, or one of his senior Generals may be a better choice.
