Peace is not made by eloquent speeches and announcements to the press, but by hard work in closed doors. Peace with Egypt, and Oslo agreements would not have happened without the secret meetings beforehand. The fact that those meetings occurred without even the knowledge of the US, was important too. The speech in Cairo will probably be rejected by Teheran and its terror allies. Mr. Abas will stick to his waiting strategy, and Mr. Netanyahu will work toward a formula that on the face of it will satisfy US demands, but he will also subscribe to the strategy of Mr. Abas. At home, for a week everybody will applaud the speech. The US has appointed George Mitchell as its special envoy; Tony Blair is acting on behalf of the Quartet; it is a mistake to make their job impossible by several statements a day, often contradictory, by the President, the Secretary of State and several more officials. The only thing the President should do is to make it clear that US demands practical steps and time table for two, secure two states, and not bury himself in details about removing this or that "illegal" settlement and rewriting Arab antisemitic school books.
